The Liberal City Commission looks to have a short meeting on its hands for this evening starting at 5:30. 

Up first for the commission will be discussion of Ordinance No. 4529, which concerns the city’s Standard Traffic Ordinance (STO). 

“This is an ordinance regulating traffic within the corporate limits of the City of Liberal; incorporating by reference the ‘Standard Traffic Ordinance for Kansas Cities’ 47th edition of 2019 and repealing and replacing Section 14-101 and adding section 14-509 of the code of the City of Liberal,” the agenda information noted. “There is hereby incorporated by reference for the purpose of regulating traffic within the corporate limits of the City of Liberal, that certain standard traffic ordinance known as the ‘Standard Traffic Ordinance for Kansas Cities’ 47th edition of 2019, prepared and published in book form by the League of Kansas League of Municipalities in Topeka. No fewer than three copies of said Standard Traffic Ordinance shall be marked or stamped ‘Official Copy as Adopted by Ordinance No. 4529’ with all sections or portions thereof intended to be omitted or chanced clearly marked to show any omissions or changes. The Liberal Police Department, municipal judge and all administrative departments of the City are charged with enforcement of the ordinance shall be supplied, at the cost of the City, such number of official copies of said Standard Traffic Ordinance similarly marked. The Standard Traffic Ordinance currently adopted by the City shall be amended or supplemented, as the case may be, by all other sections of this article regardless of whether such other sections were adopted before or after the current Standard Traffic Ordinance.”

Up next for the commission will be discussion of the city’s Uniform Public Offense Code. 

“This is an ordinance regulating traffic within the corporate limits of the City of Liberal; incorporating by reference the ‘Uniform Public Offense Code for Kansas Cities’ 35th edition of 2019 and repealing and replacing Section 14-101 and adding Section 11-112 of the code of the City of Liberal,” the agenda information noted. “The City hereby adds the following for Section 11-112 of the Code of Ordinances of the City of Liberal, previously reserved for future use to read as follows: Section 11-112 – air gun, air rifle, bow and arrow, slingshot, BB gun or paint gun: The unlawful operation of an air gun, air rifle, bow and arrow, slingshot, BB gun or paintball gun is the shooting, discharge or operating of any air gun, air rifle, bow and arrow, slingshot, BB gun or paintball gun within the city except A) within the confines of a building or other structure from which the projectiles cannot escape or B) at the legal place of business or sanctioned event of a bona fide business, under the supervision of their applicable safety rules and insurance coverage; in such an event, there must be a minimum safe distance which prohibits projectiles from striking a residence.”

To conclude the meeting, the commission will be discussing water and sewer work on Hancock Street.
